Watch moment plain clothes litter warden is confronted by passers-by after fining pensioner for dropping cigarette butt

A council has been forced to scrap a controversial fine given to an elderly man for dropping a cigarette in the street.
The moment the plain clothes council enforcement officer was challenged by outraged onlookers in Holywell for issuing the £75 fixed penalty notice was caught on camera.
The authority has now made a U-turn on the fine because the officer, who was on dog fouling patrols, was not in uniform which is council policy.
