The Manchester-born fighter is also likely to do the same with the WBA, the other belt he also holds.
Fury, 28, will be stripped by the WBO this week because of his inactivity, his mental health meaning he is unable to fight in the coming months and his failed Voluntary Anti-Doping Association tests for cocaine.
But the British fighter will pre-empt that strike by giving the belt back.
