The pair have not met in a ranking event since 2010 when O'Sullivan won a best-of-five encounter at the World Open 3-1.
White, 54, is a six-time world champion but has slipped out of the top 100.
O'Sullivan meanwhile has five world titles to his name but only returned to action in Shanghai in September after five-month break from the game.
In a stellar line-up, White was drawn against Gareth Allen in the inaugural Northern Ireland Open, the winner of which will receive a trophy named after the late Alex Higgins.
