BRITAIN’S biggest police force is looking for a new boss. Sir Bernard Hogan-Howe, the head of the Metropolitan Police, announced on September 29th that he would retire early next year. It was “exactly the right time” to go, he explained—surprisingly, since the 58-year-old had been expected to serve for at least another year.
