Nearly 600 motorists refuse to pay parking fines



Almost 600 motorists last year refused to pay parking fines to North Lincolnshire Council.
In 2015-16 civil enforcement officers issued 10,694 penalty charge notices at £50 or £70 a time depending on the severity of the offence.
But 587 were unpaid.
Under the rules, the fines are halved if paid within 14 days.
If the debt is not paid within 28 days, it is increased by 50 per cent.
Then the council registers the debt with the courts and adds an extra £7.
