Mentally ill black man shot dead by police 'was holding electronic cigarette'
 

Alfred Olango was shot after he took out the electronic cigarette from his pocket and posed in a "shooting stance", according to El Cajon police.
Despite taking more than an hour to arrive at the San Diego suburb, El Cajon police shot Mr Olango around a minute after they arrived at the scene.
His sister called the police saying she needed help to deal with her brother, who she said was mentally ill.
