People who drop rubbish face on-the-spot fines of up to £150 in a Government crackdown on the litter problem that is blighting neighbourhoods and roads across the country.
The penalty, coming into force today, is almost double the previous maximum of £80 and could see offenders fined more harshly than speeding drivers.
