Fraudsters get green light from the Government
 

Failing to introduce this much-needed reform is allowing motor criminals to flourish, insurers say, with innocent motorists footing the bill. 
At the same time the Government is punishing honest drivers who buy motor insurance by hiking Insurance Premium Tax (IPT) twice in the last year. 
The average comprehensive motor insurance premium has risen 17 per cent in the last year to £737, costing drivers an extra £109, according to latest figures released from Confused.com.
