Councillor who made 'sexual remark' to woman dressed as elf suspended from City Independents group



A councillor who was found guilty of misconduct after making a 'sexual remark' about a woman dressed as an elf has been suspended from his group for 12 months.
Richard Broughan was formally reprimanded for breaching Stoke-on-Trent City Council's code of conduct at a Christmas event in his Abbey Hulton and Townsend ward in 2015.
Mr Broughan, who was also drinking in an alcohol exclusion zone during the event, has now been suspended from the City Independents group for a year by group leader Dave Conway.
This comes just a year after he joined the group following his resignation from Ukip.
