The Matchroom promoter is just finalising which titles will be on the line after Tyson Fury vacated the WBO and WBA heavyweight belts last week.
Joshua will defend his IBF heavyweight title and Hearn wants to get as many straps on the line as possible for the bout which is believed to be worth at least £15m.
When the belt situation is finalised, both fighters will sign for the December 10 bout.
The other stumbling block of American TV broadcaster has been sorted and the venue deal has been signed.
